Regarding the ability to cite the paper:
The author should consider to upload a preprint of the paper to arXiv.org. You may keep the current format, the specific IJACT format is probably not necessary. :)
This would spare you your 150 bucks, and everybody could cite.

Dear Mr Beall,

Whilst Bentham Open is on your list, Bentham Science is not. Are they two different publishing houses and is the latter non-questionable? (They do have at least one journal in Medline)

They are separate <a href="https://en.wikipedia.org/wiki/Imprint" target="_blank" rel="nofollow">imprints </a>of a single company. One publishes using the gold open-access model, and the other, Bentham Science, is a subscription publisher. I limit my work to OA publishers.

I downloaded the paper and will use it as a standard submission/reply to my daily lot of spams from bogus journals like this one (though I draw the line at actually going through the manuscript submission system). Today’s winner is The Open Access Journal of Science and Technology – OAJoST.

I believe there are many. One example is the <em><a href="http://ijoc.org/index.php/ijoc/index" target="_blank" rel="nofollow">International Journal of Communication</a></em>, published by the University of Southern California USC Annenberg Press.

Most of the Waset Journals are a farce.
They have started publishing call for papers with high number of occurrences.
For example, ICLKIS 2015 : XIII International Conference on Legal Knowledge and Information Systems

Lets see, the rate is high 350-400 euros, and they have organized it earlier, but apart from making it look like a real conference there is nothing more to it.

You should withdraw your submission from the first journal before you submit it to the second journal.

To politely disagree with the subtext of your post: Intesa Sanpaolo Bank is the Albanian subsidiary of a major Italian bank. It used to be called American Bank of Albania before a corporate reorganisation a couple of years ago. There’s nothing dodgy about the bank.

Occasionally, I’ve certainly come across (and had to read) some hopelessly opaque essays at arXiv from people whose ideas are quite probably wrong. It seems like it would be an “accomplishment” indicative of incredible skill to be banned from there.
