Comment on Fake Peer Review: More Documentation by Mark King

Hi Jeffrey
I’m an Australian – the National Library of Australia (which has Libraries Australia as one of its interfaces) records all publications that are Australian, so they have included all the journal’s publications because they have been taken in by the title of the organisation. NLA use the spelling “Centre” (as we do in Australia) rather than “Center”, and list the Center as based in the State of South Australia, though I can’t see this on the journal website. I wanted to draw the NLA’s attention to the fact that it is not an Australian publisher so they could remove it – is there something I can send them?

I see they have a Board of Directors with “Betty Hobkins” listed as an Executive Director – this is a relatively rare variant of “Hopkins”, and there is no one of this name in the Australian phone directory. However there is an example CV online in the name of Betty Hobkins that appears to be used to teach people how to write a CV (although it contains various errors). I suspect this might apply to other Board members (don’t have time to check).

Thanks, Mark. Perhaps one could send them this actual acceptance letter, linked to in my blog post, that asks that payments be sent to Bangladesh. It gives this address:
DEEPAK KUMAR BISWAS
(First Name: DEEPAK KUMAR, Last Name: BISWAS)
KA
-49/2, Jagannathpur,
Badda, Dhaka, Bangladesh
Post Code (ZIP Code): 1229

Definitely not in Australia.

Research Media have a rather more sophisticated (and insidious?) approach than most of the predatory outfits described on the List.
They do seem to have managed to interview some genuinely eminent scholars.

Norman Fortenberry, American Society of Engineering Education executive director is here:
http://www.research-europe.com/index.php/2012/12/norman-l-fortenberry-executive-director-american-society-for-engineering-education/
Suzanne Fortier also:
http://www.research-europe.com/index.php/2013/03/dr-suzanne-fortier-president-natural-sciences-and-engineering-research-council-of-canada-2/

And RM have now been taken on by Emerald.

Is this a glimpse of where predatory publishing is going?

Yasir, the journal has moved to here: <a href="http://www.eu-print.org/ilk.php" target="_blank" rel="nofollow">http://www.eu-print.org/ilk.php</a> Also, the publisher says it is going to stop publishing soon. Do you see your article on this website? This is a strange publisher. Will the articles still be available after they stop publishing? I don't know.

You put North American Business Press on this list just because they have a pay wall? Elsevier charges $31.50 to access an article. Meanwhile, all these articles are freely available if your organization subscribes to databases such as Proquest or Ebsco. Your pay wall criterion is inappropriate.

From the “Contact Page” at Deepak Kumar Biswas’ shoddy little flytrap:

— 33 George St, Sydney is in fact a touristy coffee bar. I am saddened that the CRC could not afford better premises.

Dear Jeffrey,
not sure this it the proper place, but the design of your site has changed since I’ve been in the last time. May I ask your opinion about Medjaden Bioscience Limited based in Hong Kong. They are not in your list, are established since 10 years and have a real address. However, I got a mail to become a senior editor, which smells a bit fishy. Probably I’m overcautious. Thanks in advance. Benno

I just received the same email seen above from British Journal of Mathematics & Computer Science. Here is my reply. Feel free to copy and paste if it is useful to you.

Dear Partha Dey,

After spending a number of hours looking into the details of the paper, I have now received your notification canceling my review.

Your email states “You may appreciate that, we are committed to complete the peer-review formalities within a strict time frame, to help the authors.” Indeed I understand that deadlines are strict; this is precisely why I had invested a number of hours into reviewing the paper well before the deadline. Your initial email stated “We’ll wait to receive your valuable review comments in time (25 Apr’2015)”. I had taken you at your word quite seriously — expecting that you would wait whilst I invest many hours.

You also state “We are thankful to you for agreeing to spend your valuable time for this review.”. In professional settings the way that you show thankfulness is to value commitments. It is understandable to cancel commitments in the case of emergency situations or unforeseen circumstances. However your review process is by design to cancel excess reviews for which you have previously agreed to wait. This is clear evidence that wasting reviewers valuable time is quite literally an integral part of your reviewing process.

You also state “So, very politely we want to inform you that in this occasion, we would not be able to use your valuable comments. We are sorry for the inconvenience.”. If you are truly sorry for the inconvenience then you would not have a review process that by design wastes reviewer’s time and effort.

I urge you to consider reforming your review process. Other schemes exist that would achieve quick turnaround for authors while not wasting reviewer’s time.

Please kindly remove me from your list of reviewers.

Benno, I am not able to analyze that site because much of it is in Chinese. Therefore, I cannot determine whether the publisher belongs on my list or not. I can’t even tell if it publishes journals; I don’t see any links to them (though they may be there in Chinese or I may have missed them). Thanks.
