Thomson Reuters list will become obsolete within few years. Use Scimago list and choose Q1 and Q2 journals. Presently, there are many journals listed on Thomson Reuters list, which are not considered as good journals. For example, South African Journal of Industrial Engineering is in this list and if you look at the articles, you will see that it has no good content. Impact factor is also another issue, which will become obsolete within few years. The reason is because in calculation of impact factor, two high quality and low quality journals are given equal weights but in SJR index prepared by Scimago, the relative importance of each journals is considered. The monopoly of ISI has already been broken and most universities focus on Scimago ranking.

Apparently, a closely related report also appeared in the proceedings of the 2nd KIAS (Korea Institute for Advanced Study) Astrophysics Workshop. Collected papers were published in 2001, in “Current High-Energy Emission around Black Holes”, pp. 231, World Scientific Publishing Co.
Please see: http://i.imgur.com/IrWOQtS.png
Perhaps the 2001 paper was a preliminary version for the 2002 and 2015 published works. The issue is difficult to assess, because only first pages are available on Google books, and because the topic is highly specialized and technical. The investigation should be carried out by someone familiar with astrophysics papers.
Comment on Be Careful Using NCBI Databases as Journal Whitelists by Christopher Cole
Publishers and editors do not pay to get their journals indexed in PubMed. The cost of indexing is borne entirely by the National library of Medicine (NLM). NLM unlike the Library of Congress is not a copyright depository so NLM also pays for the subscriptions to the journals that they index.
Further neither NLM nor any other federal library is in the business of creating white lists of quality journals. To do so is to confer an endorsement on a specific business and that by policy is not a role that the federal government assumes.
Mr Beall has done a fine job of delineating the difference in the 4 products/services offered by NLM. They were designed and built for different purposes but they all share a common trait that they are not “whitelists” or vehicles to endorse specific publications.

Dear Sir, please take note of this journal publisher at http://www.tjprc.org. It uses Thomson Reuter’s ResearchID service to mean that it is indexed by TR. With this they are charging huge amount to the equally corrupt writers. Regards
Comment on Real Location of JSciMed Central Revealed by Brian G.
It’s pretty easy to figure out that this publisher is predatory and not authentic. A researcher in my group simply asked a question regarding the journal and we received the following email from a person who could not be contacted:
__________________________
Dear Dr. ,
Greetings from JSciMed!
This is to remind you that, you have promised to submit an article to our journal.
I kindly request you to provide tentative date for submission of manuscript.
Waiting for your response.

We made no such promise, nor even such an implication in our inquiry. With predation such as this, no one should even consider publication in a journal that uses these tactics.
It may look good on someone’s resume or CV to have an article published, but their credibility sure suffers when their results can’t be replicated. Worse yet, a bad article may delay actually research progress. If an article is good enough to be published, it’s good enough to be published in a reputable journal. JSciMed and Jacobspublishers just aren’t good enough for good, quality research.

According to a very recent news article, Seok Jae Park claimed that the editor emailed him saying, “There is no plagiarism issue.” and that this will be made public soon.
(The news article in Korean: http://www.yonhapnews.co.kr/photos/1990000000.html?cid=PYH20151121032400017&input=1196m )
This sounds suspicious to me. Any reasonable editor would contact the referees of the paper in question (and preferably a few additional scholars in the field), explain what has been going on, and ask for their opinions.
Only about two days have passed since you reported this issue, and the editor has already received all the replies? Quite unlikely.

I think this is a dangerous journal. It claims to have impact factors that it has not earned. It is overall a low-quality and deceitful journal, and I recommend you avoid it. I have added it to my list.

Thank you all for your inputs. I checked on this page since I received an email asking me to send our work presented at a conference in 2014. The conference had a peer review and came with a special edition of the presented papers after review process. Their asking for publication of the conference presentation is certainly a giveaway to their standards!

it seems that the boy has a technical difficulty with proficient paraphrasing of the statements.but i do not think it really constitutes an intentional plagiarism on his behalf.
