Dear Mr. Beall,

Many times, professors at smaller schools are worried about tenure. Frankly, they simply do not have the resources to network with high level journals in the field, which diminishes the opportunities for publication. Yes, manuscripts are blind-reviewed, supposedly without knowledge of the author. But I am sure that you are aware of the politics involved, and the ways which authors circumvent the process to gain recognition of their article prior to review (i.e. conference presentations, relationships with the editors, etc.). I was once in this predicament, but now I am glad that I can publish in higher journals, now that I have tenure (i.e. more resources). I understand that you may disagree, but I would like for this to be heard by all, if possible.

In addition to the aforementioned, this firm imposes a financial penalty when the researcher attempts to withdraw their publication (“a minimum of $100”). Very interesting indeed.

Regarding the duplicative coverage: several of Elite Hall Publishing’s Journals contain interesting fillers for their first few volumes, although the early “volumes” only appear to contain 1-3 articles maximum.

For instance:

International Journal of Advanced Engineering and Science

Vol. 1, No. 1, 2012- Quantity Improvement with Continuous Quality Inspection Production Line

Vol. 1, No. 2, 2012- Quality improvement in a car seat production line

Journal of Mechanical and Industrial Engineering Research

Vol. 1, No. 1, 2012- Quality improvement in a car seat production line

Vol. 1, No. 2, 2012- Quantity Improvement with Continuous Quality Inspection Production Line

The two articles were written/recycled by Jia-Chi Tsou of China University of Technology in Taiwan, an editor. The first article, Quality improvement in a car seat production line, was also published in the T&F journal: Production Planning & Control: The Management of Operations, Volume 16, Issue 7, 2005, under the title: Case Study: Quality improvement in a car seat production line. The matching article in Elite Hall’s Journals is printed without the abstract, but the latter portions of the article are identical.

Similarly, the second article (also sans abstract): Quantity Improvement with Continuous Quality Inspection Production Line, was published in Foundations of Computing and Decision Sciences in 2004 under the title: Economic production quantity model with continuous quality inspection.

I wonder if he was the person who registered the journal, especially since the first volume of the journals noted above provide an address for Elite Hall Publishing House that is located in Taiwan. That email is also associated with the site snuffbottle.info. When you visit the site and click on the ‘about this site’ page, you are given a short bio on Jia Chi Tsou:

Avoid plagiarism by giving credit to original source:
The author should develop his own contents while preparing any manuscript towards publication and should avoid plagiarizing the contents of other author’s paper without proper citation. If Manuscripts that are found to have been plagiarized from a manuscript by other authors, whether published or unpublished, will be considered as plagiarism.

As Director of Common Ground and a longtime colleague, I feel I need to respond to the comments in this post about Dr Amareswar Galla. Dr Galla has had a long and distinguished career as a professor at the University of Canberra, the Australian National University and the University of Queensland, some of Australia’s top Universities. He is editor of an important book on world heritage published by Cambridge University Press. He has also served a leading role for many years in the International Council of Museums. Our annual Inclusive Museum Conference was held last year at the National Museum of India in Delhi and will be held this year at the National Underground Railroad Freedom Center in Cincinnati. Dr Galla is the editor of Common Ground’s International Journal of the Inclusive Museum, now in its ninth volume. Along with our Inclusive Museum book series, this is a remarkably rich and highly regarded body of work, a decade in the making. Dr Galla is not paid for the work he does as conference convenor or editor of the journal and book series.

I’m occasionally getting ‘Call for papers’ emails from one of the journals listed above. The last one had “Adolf Hitler” as a sender. So even they don’t consider themselves seriously.
