Andy, I absolutely agree with you. Sometimes it actually gets ironic. I am at an institution where they just made someone with six publications in Beall listed journals the “Faculty Research Peer Mentor”, to mentor others in research.

Thanks for the post and the thread. Just received a similar message and went online to Google away…

I suppose another perspective is to consider whether these journals offer a legitimate outlet for those scholars from the periphery. Looking at the latest issue and the articles therein, I’m struck by the regional focus as well as the issues being discussed.

Do these journals serve as a vehicle for these authors or practitioners to share their experiences and research? Yes. All valid outcomes given that they would be otherwise unable to compete in a mainstream Tier 1 journal. My takeaway from this is to read the articles with a more critical eye, but not to dismiss them entirely.

If the purpose of publication is to share experiences and create new knowledge, then the journal is doing its job.

Would you want your children’s doctor to read articles in junk medical journals before he treats them? Would you want the guy who designs the airplane you fly in to use engineering techniques described in “peripheral” journals? Peace and love and flowers are nice, but scholarly publishing should be a serious business as it often deals with life and death.

That’s one where somebody has an idea (cosmic rays, if not quite space dust) that might have some effect, but keeps pushing if long after it has been examined carefully and its effect size bounded to be pretty small.

Those include reasonable journals.

Now and then, a poor paper slips through a weak editorial process at some reasonable journal that’s not quite in the same field, and people should have said “not for this journal.”

My invitation came from Shirley Paul. The description of the journal, “The Scientific Pages of Metallurgical and Material Engineering,” feels the need to explain that mixtures of metal elements are called alloys.

As above, thanks for the service. I see less attention to the ethical issues in physical sciences, but it is definitely there. And it is not just packing publications, but people listing editorial board experience as relevant.

Sorry for being so late to respond to this. I wasn’t notified….

To answer your question, I’ve lived in Japan for 20 years and worked under 6 different bosses of varying quality. Six bosses and 20 years may still be called a limited and subjective sample, but it is apparent in that experience (with some rare but notable exceptions) that the priority on producing sound scientific communication is rather low. On the other hand, my experiences in western countries were not this way (say three bosses and 10 years total).

Yes, publish or perish (unfortunately) compromises everything everywhere. I am not saying that oriental scientists are bad. My point is that they appear not to fully appreciate the purpose of publication. Maybe they see it as 5% of the work rather than 60% (there’s writing and there are journals to read and really know the content of, etc.).

In Western countries, I am sure there are also plenty of people also shirk quality writing, but perhaps due to training or who knows what, quality writing is maybe even less emphasised or less valued in Asia in general, so people don’t understand the value of quality writing.

I am not sure where your “history proves it” comes in. Are you talking about literature in general? Sure. Great writers have appeared in all ages and cultures, and most of their greatest works where hardly valued in any of them during the authors’ lifetime. That goes without saying. However, this is about the modern age, in the scholarly publishing when bureaucrats only use metrics and the values are somewhat at conflict with quality writing to boot. I may have failed to obtain a sufficient size of samples in my life time, but it surely is not an “assumption”, it is a sound observation.

You may be right about questionable publishers, but it is still true that it isn’t in their best interest if they want to redeem themselves and become legitimate.

What attracts them to the Dark Side?” Because most reviewers even for “good” journals seldom know what they are talking about these days; it’s tedious and a short-cut is wanted, since time is running out. Remember, this is their last shot at pursuing their dream of achieving Newtonesque stature in the sciences, with a legacy that resounds down the ages. Even, even, even Roger Penrose, with so much legitimate achievements, has fallen prey to this, though he seems to be strictly an arXiv man.
