They will, probably, publish the paper – but it would be a dangerous mistake to put it in your CV or cite it, because your colleagues are likely to realize it didn’t go through true peer-review.

This is a Cambridge professor (please consider this for a few moments, a professor at one of the premier institutes in the world), who manages to dump loads of images without credit into a paper, with its scientific analysis almost solely based on so-called contrarian sources, and thus citing numerous blogs as sources. In one case he even referenced a blog of someone else (the pseudonymous Steven Goddard) as a reference (#24) for scientific work by James E. Hansen, former head of the NASA Goddard Institute for Space Studies of NASA, from 1981.

I’d hit a first year student on the head, figuratively, for such poor referencing. Omics proudly publishes such stuff in one of its journals.

Oh, I did actually end up looking into who owned the youngstudy.com business, since that person is the potential owner of the journal and conference sites (the new site, http://www.young.ac.cn, is now mysteriously down. Based on when I could last access it, I would estimate that it became unresponsive on or around March 22nd, or March 21st in the US).

After reading through a few guides, I learned that businesses in China are primarily registered through their respective provinces and one must search a specific provincial database. I located an online guide that gave you the main gov. search site that links to each individual province database (http://gsxt.saic.gov.cn) and depicts which Kanji on the landing page corresponds to each province. Since the youngstudy.com company had a Sichuan address (四川), I clicked on their database. They have a basic search bar where you can type in the company # (or Chinese company name). I typed in their 15 digit business number (510105000062779) and pressed enter only be given a popup captcha. These captchas had a mix of #s and Chinese characters, so I was hoping it was some sort of math problem and not just Chinese character typing. After a few odd/failed guesses, I found one that featured characters along with a 6 and a 2. Typing 12 actually worked and the company data loaded on my page. According to this site:

the captchas on the gov. site change according to which provincial database you access and may involve anything from mathematical equations to completing a Chinese Idiom. You’d probably need a strong grasp of the language to decipher some of them.

The company is called Chengdu Yaang Education Advisory Co., Ltd. (成都亚昂教育咨询有限公司) and their services include education, IT consulting, visa assistance, cultural exchange and, notably, convention and exhibition services(会议及展览服务).
The company is registered to a Zhou Jianhong (周建鸿). However, I’m not certain what types of background checks go into these businesses and how common it is for false names to be given or if a person must register under their given name.

Dear Jeffrey,

I came across your article by chance today while searching for the ranking of the Scientific World Journal.

I am helping a student with his thesis and in the process he sent me a copy of an article from this journal, Vol. 2014, Article ID 516394, titled “Fuzzy Regulator Design for Wind Turbine Yaw Control.”

While reading through the article I realized that something was not right. There is only one equation in the article, and it is incorrect. Also, the graphs do not make sense. That was when I decided to search the internet for more information on this journal.

I have subsequently advised the student to be skeptical of articles published in Scientific World Journal.

Well, this is new- I wanted to see the paper with the ANU author, but after I clicked on the PDF, the wifi host temporarily blocked my access and gave me this warning:

That’s lovely. I could be the sad sap that infects the whole system.

I did open it later on another browser (& without incident). I’m not certain just what about this site was sending red flags to the server as I typically never have problems with other questionable publishing sites. Odd.

Hmm… I would probably avoid blacklisting Universities based on a few questionable lecturers since even researchers from top schools have published in such journals. I’d want to see some sort of systematic acceptance of the practice before rendering a decision.

I served as one of a group of guest editors for a special issue of a Hindawi journal. We got very poor service from the journal, e.g., articles were lost by them or routed to other journals or rejected before we saw them and without telling us. After our complaints they changed staff members for us twice but with no improvement. Also authors were not told of the publishing fee until after papers were accepted. I would not work with them again in this role and am unlikely to submit a MS to any of their journals.
