I have been living in Poland. It is hard to say where Poland is going, but the salary is hard (though not quite as hard as you). Moreover, it is still difficult to get a lot important publications even with the significantly improved connections to the West. Therefore, I sincerely thank the librarians here for their patient diligence on my behalf.
You make a persuasive case for preprint servers. I recall that Darwin waited some 20+ years preparing and discussing his work, and it shows when you read it. It’s a good example what happens when things are done in good faith. … It’s somewhat ironic that I would mention Darwin in this same paragraph. The metric has largely become the selection criteria. Is it any wonder that theft, various shindigs, short term thinking, and gaming-the-system would become the “natural” byproducts? … and theft particularly at the bottom of the food chain largely because of the way these things have been lorded over and administered from the top.

I hope you are still accepting inquiries about questionable publishers and journals. At our university, we use your predatory journal list to determine which journal articles require extra scrutiny during tenure and review processes. As department chair, I prefer to forewarn junior faculty when they are about to submit their articles to a questionable publisher.
I did not find Universal-Publishers listed as predatory on your site, but my internet search tuned up this information about the company, which raised some questions in my mind:

It appears to be a low-quality, but legitimate journal. Are you aware of any concerns about this publisher I should give the faculty member?

Thank you Mr. Beall, even though you are alerting me through your comments, blogs and list of predatory journals but people are following them. I can not understand why they are publishing their articles in that predatory journals. I think some scientist want number of publishing articles in their research irrespective of quality. so kindly take another better step to prevent them..

Thanks for these contribuitions. I also received a similar e-mail, referring to a previous email I never got. However, this Kateryna Bielka seems to be a real person living in Ukraine and working as MD and PhD student. She had profiles on Researchgate and Facebook and an article in PubMed. So maybe her personal info is misused by this publisher, or she is hired to do this work. I will send her an email at her personal address.

I disagree with these observations. In the first case, it’s not a name change but two different publishers. In the second case, the first one is a publisher (still exists) and a conference organizer.

I would not be so sure. I made the mistake of sending a paper to an OMICS journal before I realised my mistake. I tried to withdraw it. The paper was then immediately accepted and they then started sending me demands for money. After over a year of continuous harassment I paid them $350 to withdraw my paper. I could not send it to another journal until I had got rid of them.
