My advice to you is read more about open access publishing. If you can not find anything, I can refer you to an excellent article written by none other than Jeffrey Beall himself in which he has explored in-depth about this phenomenon and its effects on scholarly publishing (The Open Access Movement is Not Really about Open Access).
