Let’s take for instance this one: International Journal of Applied Operational Research (http://www.ijorlu.ir/index.php?slc_lang=en&sid=1) which is published by the Department of Mathematics of Islamic Azad University (which I think for me is a legitimate publisher). Surprisingly, this journal is indexed in Index Copernicus International which is a misleading metric in your list. I observe a couple of journals with similar case. How should we analyze a case like this?
