It meets the criteria. As you indicate, I did remove it from my list for a time. Upon removal, they immediately started a massive spam campaign, sending hundreds of thousands of emails to researchers. For you personally, I would recommend that you find a better publisher to publish your work. This is not a high quality publisher.

There may be some mistake here… your link is to “http://projectsexecutors.com/”, a *different* skeevy con-job website.

Their “Contact” page has a map showing an address in Miami, while quoting an address in Saudi Arabia. The HTML code for the page shows that a lot of the image files are housed at “http://sysnatura.in” — yet another skeevy con-job, but at least we know it’s India-based.

No, I don’t think this is a case of journal hijacking. I think it is a society journal that used to self-publish but the society contracted with Springer to publish the journal, retaining its former website.

I have this journal included on my questionable journals list <a href="http://scholarlyoa.com/individual-journals/" target="_blank" rel="nofollow">here</a>, because it's not a clear-cut case of hijacking; there is only scant evidence that the hijacked journal ever existed. Thank you.
