I’m sure you are absolutely right about SPG being a bogus publisher and not being based in New York, but in general, be careful in linking that assumption with the accent of the person on the end of the phone! Just because someone doesn’t sound American doesn’t mean they’re not in the US, and just because a company uses a call centre in another country doesn’t mean the company’s HQ isn’t based somewhere entirely different. I was made redundant from a London-based journal publisher a few years ago because they decided to outsource nearly the entire editorial department to the Philippines. Just sayin’…

Your calculation is wrong. Most OA publishers with tens of journals normally have very few active journals.

If they are accepting credit cards, then can’t they be traced in this way? It’s hardly an anonymous payment method. Surely they are committing fraud. I don’t understand why this cannot be prevented? Why not report the fake journal to Visa and Mastercard?

No, I limit my work to identifying low-quality and predatory journals. I do not identify or recommend good journals. The rule of thumb is to read a lot in you field and then you will be able to identify the top journals. You can also ask your colleagues and professors.
I think the journal you mentioned is not a high quality one. Have you ever read any of its articles. It appears to be published by a web design service company in India, not a good sign.
