Jeffrey, you are welcome to give publishers who appear to want to learn, especially those in India, my contact info, because I DO provide consulting services to legitimate publishers who need help. I spent more than 2 years working in India in order to find out what it is they need to learn. I’m an editor myself, a member of COPE, and am currently engaged in PhD research on errors in use of sources in second language writing.
