When a new publisher starts a journal with zero articles published yet, you are adding the particular journal in your list.
Similarly, when an established publisher starts are new journal with zero articles published yet, you are not adding that journal in your list.
The doubt is,
Your criteria for adding journal in your list depends on the quality of the articles published? or it depends on the publisher who starts the journal?

We can see List of fake journals, Predatory Publishers but we cant get hold to any information regarding fake/predatory conferences and the Conferences Organizers.

It is not only predatory but parasitic too. There should be some way to protect authors from these kinds of journals. Impact factor and citation both seem to be an outcome of a skewed system So far, precaution is better than sorry.
